「むら」の再生と集落営農 : 小規模・兼業農家による集落営農の意義を考える

Abstract

危機に瀕している日本農業の担い手として政策的に位置づけられた集落営農に注目が集まってすでに10年余りが経過した。この間、集落営農の構造や集落営農が抱える課題などについては、様々な立場から議論され多くの研究成果が蓄積されてきた。その中には、農業・農村政策に位置づけられているように、集落営農を単なる経営体と捉えることは適切ではなく、集落営農の意義は「むら」の再生の視点から論じられる必要がある、との見解がある。本稿では、まず政策上の集落営農の位置づけを確認し、集落営農の統計的分析に基づいて類型化を試みる。次いでこの類型を分析枠組みとして、兵庫県北播磨地方の集落営農を組織している「むら」の事例を分析し、これによって小規模・兼業農家地域における集落営農の意義を考察することを目的としている。

Japan is facing urgent need for sustainable agriculture, as the decreasing number and aging of farmers have been becoming more serious. In New Agriculture Policy, community-based farm cooperatives have been promoted throughout Japan as a measure to maintain and manage farmlands in stead of family farming. This paper aims at examining the implication of communitybased farm cooperatives, particularly in regions where the most of farm households are smallsized and part-time ones. Firstly, the types of community-based farm cooperatives are certificated on the base of agriculture census. The cases of paddy villages, "Mura", in Hyogo prefecture are analyzed by using the types of community-based farm cooperatives.
