Abstract: This article aims to clarify the relation between the system of social value and the scientific theory in the history of Japanese eugenics. In these days, we used to see the eugenics as the discriminative theory for the disabled people. But when we see its face as the justification of the system of the social value, we can notice that the recognition implicit of the society is needed. In order to examine the relation between the science theory and the society, we must foresee the possibility of its modification by the people's desire in the context of the society, such as the acceptation of the eugenics in Japan.
