中小自治体における外国人諮問制度の課題 : 大阪府豊中市の事例から

Abstract

自治体における外国人参加型の諮問機関の設立はここ数年急速に進展しているが、外国人規模が小さい中小自治体においては、その設立や実効性に独自の課題があることが予想される。本稿では、外国人数が1 万人以下の都市である大阪府豊中市において、外国人諮問制度の設立をめぐって行政の諮問委員会で行われた議論や報告などを検討することで、中小都市における制度設立の課題整理を試みた。

Institutionalization of the advisory organ for and by the foreign residents has been rapidly augmented these years. Although, especially in the mid-sized and small-size local governments, this institutionalization has its own problems to solve. This research investigates these subjects examining the reports of an advisory committee of Toyonaka City, Osaka Prefecture.
