大正期大阪築港埋立地における産業誘致

Abstract

本稿は、主に、大正期に大阪市が大阪港発展のために築港埋立地にいかなる産業を誘致しようとしていたのかを明らかにすることを目的とする。大阪市は、大正6年（1917）には、新千歳町地先埋立地に工場地帯、木津川左岸埋立地の陸軍用地の残余に造船地帯、そして築港埋立地の南恩加島町地先に造船業による「大工業地」を造成する計画等を立てており、第一次世界大戦を契機に、特に造船業を誘致しようとしていたことが分かった。同市港湾部長の直木倫太郎は、出入船舶の修繕をする船渠建造などを重視して築港埋立地の使用許可を与え、その修繕能力により、大阪港の港湾機能を強化することも目指していた。それに関して、大阪市は、柔軟に賃貸料を設定しており、企業の誘致とその発展を促し、大阪港ひいては同市の発展を企図していたことが判明した。The purpose of this study is mainly to clarify what kind of industry the city of Osaka planned to attract to the landfill in the coastal area for the development of the port of Osaka during the Taisho era. The city of Osaka made a plan to create industrial zones in the coastal areas in the wake of World War I, and especially tried to attract the shipbuilding industry. Rintaro Naoki, the director of the port department of the city of Osaka, also aimed to strengthen the port function by giving permission to use the landfill with an emphasis on the construction of docks for repairing ships. The city of Osaka planned to develop the port of Osaka and eventually the city by rents which were set flexibly to attract companies and promote their development.
