脱政治化理論は日本に適用できるのか？ : 日本における行政的・社会的・言説的な脱政治化と再政治化

Abstract

本研究は、世界中、特に欧州連合と英国において、民主主義の衰退と破壊を説明するために広く用いられている「脱政治化」理論が日本の政治にも適用できるということの実証を目的としている。そのために、ガバナンス、社会（又は社会関係）、言説という3 つの分析領域にわたって、日本における脱政治化を評価する。脱政治化理論の研究には方法論と概念の一貫性に対する疑問が残っているが、脱政治化理論そのものは明らかに日本の政治に適用可能である。さらに、本研究では、脱政治化理論を様々な政体に適用することが、脱政治化の概念を洗練し、その複雑さを理解するために実りの多い且つ必要な手段であることを議論する。それと同時に、様々な政体がどのような類似性を共有しているか、共有していないかということを強調することによって、世界的な民主主義の衰退の多様な原因がどのように組み合わせられているかを理解することができるのである。確かに、国際政治経済への新自由主義的変化が脱政治化につながったという主張は、様々な政治組織や国家に適用しなければ実証できない。さらに言えば、脱政治化研究にとって研究対象を広く求めることは、ポピュリズム、権威主義、そしていくつかの国においては原ファシズム（proto-Fascism）に基づくガバナンスの新しい形態が近年台頭するなかで、近い将来に多くの国々において起きる政治変化の性質を効果的に概念化するために必要である。したがって、この研究分野に貢献するために、本研究は脱政治化理論と日本政治研究との両立性の論証を試みている。 This article aims to demonstrate that depoliticization theory, a theory that has been widely used to explain the enervation and destruction of democracy all over the world, particularly in the European Union and United Kingdom, is also applicable to Japanese politics. The article does this by assessing depoliticization in Japan across three separate analytical domains: governance, society (or social relations) and discourse. It argues that although there are conceptual and methodological limits to depoliticization theory itself, it is clearly applicable to Japanese politics. Further, the article argues that applying the theory to different polities is a fruitful and necessary means to refine the concept and to understand its complexity. At the same time, it allows researchers to understand how the various causes of democratic decay across the world combine by highlighting what similarities are shared across polities and what are not. Indeed, claims that neoliberal changes to the international political economy cause depoliticization cannot be substantiated without applying depoliticization to a wide array of political organizations and nations. Moreover, this multiplicity is necessary for depoliticization research to effectively conceptualize the nature of political change that many countries take in the near future with the recent rise of new forms of governance based on populism, authoritarian and, in some countries, even proto-Fascism. Therefore, to contribute to this research area, the article seeks to demonstrate its compatibility with Japanese political research.
