地域政治への女性参画を阻む要因

Abstract

現在、わが国の地方議会における女性議員率は6％弱であり、これは衆議院の7.3％、参議院の15.4％より低い。本稿は、筆者が実施した女性地方議員に対するインタビュー調査結果の分析によって、地域政治における女性の過少代表の要因を家族と地域社会との関連で明らかにし、今後の地域政治への女性の参画の方途を探ることを目的としている。女性の政治的過少代表の個人的・環境的要因として、性別役割分業意識とそれに基づく女性の役割行動そのものが挙げられる。インタビューからは、性別役割分業意識が、個人、家族・親族、さらに地域社会の三つの社会圏で重層的に作用し、女性の立候補を困難にしている状況が浮かび上がってきた。

This paper aims to explain women's under—representation in local politics by analyzing interviews for women councillors, which have been undertaken from 1998 to 2000 by Prof Kasuga and I. A variety of explanations have been put forward for this including discrimination by electors and selectors. There are a wide variety of explanations of problems of women's under—representation. We categorised the numerous explanations into two kinds of factors, individual factors and structural factors. Here, we explore the individual factors which include family responsibilities and commitments, family support, individual circumstances, availability of and control over financial resources, political ambition, experience of work outside the home and psychological factors such as confidence and self—esteem.
