環境基本計画の環境目標達成状況に対する評価段階の市民参加と指標体系のあり方

Abstract

豊中市の行政計画「環境基本計画」と市民・事業者の「豊中アジェンダ21」は、同市の望ましい環境像をめざす両輪である。計画、実行、点検、評価の評価段階での市民参加の内容と、環境目標の達成状況を示す方法として、指標の種類、指標の体系の枠組み等を考察した。環境報告書の作成過程で市民意見が集められ、市長、市環境管理委員会の職員等と直接意見交流ができ、全意見と担当課の回答が報告書に掲載され、双方向がある。指標体系は100以上のモニター指標を使い、選択した指標の組み合わせにより達成状況を表現する。指標の性格から状態、負荷、行動の３指標とし、行動指標は主体別に市民、事業者、行政に分けることがパートナーシップから必要である。

The Toyonaka-City Basic Environmental Plan and the Toyonaka Agenda 21 have both same environmental aim.We studied about public commitment to assessment and some type of environmental indicators and framework for achievement. Local Government collects public commitments and have a forum with citizen, environmental management committee and mayor. Framework of environmental indicators represents the achievement condition by combination of some indicators chosen out of 100 indicators. It must be chosen indicators of the condition, load, action. The Action indicator have to chose citizen, business and local government.
