「「介護福祉実践」事象をめぐる論争 : 1990年代後半－2000年代」（続）

Abstract

本稿は「「介護福祉実践」事象をめぐる論争：1990 年代後半－ 2000 年代」の続編である。1990 年代後半から2000 年代に，要介護者の「日常生活の営み」という事象への介護福祉の支援を巡って，介護は，1）看護とする看護の立場，2）社会福祉の支援を含むという立場，3）両者ではない第三の立場の3 つの方向から議論があった。本稿の目的は，1）看護の立場の髙木和美の見解と3）の第三の立場の野中ますみの見解を，彼らの文献を通して検討し，両者の見解の同一性と差異を明らかにし，介護を看護と捉えた考え方を吟味することである。髙木は看護ととらえ，野中は，看護と「同種」だが，長期ケアには介護福祉の役割があるとみた。しかし，両者には日本における介護福祉実践の史的な展開をもとにした議論が欠けていた。This thesis is a sequel of “Debate on the implementation of care work”. From late 1990s to 2000s, there was a debate over the support of care work for people in need of care for the phenomenon of “everyday life” from 3 standpoints, 1, the standpoint from the person who provide nursing care, 2, the standpoint of supporting the social welfare, 3, the third stand point that was neither 1 or 2. The purpose of this thesis is to examine the understanding of the standpoint of nursing care by Kazumi Takagi and the understanding of standpoint of neither by Izumi Nonaka to clarify the similarities and differences of the understanding of care work for people in need of care. Takagi understood it as nursing care and Nonaka understood it as “the same type” as nursing care but long term care takes the role of care work for people in need of care. However, both lacked the discussion of historical development of the practice of care work for people in need of care in Japan.
