地域政治における地方議員の役割についての一考察 : 日本とスコットランドの地方議員調査結果の分析より

Abstract

本論文の目的は、スコットランドの地方議員と地域社会との関係を取り上げ、地域政治における地方議員の役割、および地方議員と地域社会の関係を考察することにある。日本とスコットランドでは地方行政と地方議会の制度ならびに機能に大きな差異があり、両者を単純に比較することは困難である。しかし、「平成の大合併」によって小規模な町村の合併が急速に進んだ今日、地方議会のあり方と選出方法を再考するべき時期に至っていると考える。20世紀後半に数度にわたる大胆な地域行政改革を実施したスコットランドの経験を紹介し、日本の地方議員の役割について再考する。

This article seeks to explore the roles of local councillors in local politics and to examine the relationship between local councillors and local communities, comparing with Scotland and Japan. The Scottish systems of local politics and local election are different from Japanese ones in terms of various levels. Some drastic revolutions upon local politics, however, which Scotland experienced in the last half of the 20th century will give the good examples to Japan, where ﾒGreat Unity of local governments in the period of Heiseiﾓhas just finished.
