子育て支援はなぜ必要か

Abstract

この小論では、現代日本において子育てがなぜ非常に難しくなっているか、その背景の多面的な考察を試みた上で、子育てへの公共的な支援の必要性について論ずる。第一に、公共性の概念の三つの意味を区別し、それらが子育ての問題とどのように関わるかを検討する。第二に、子育ての主体である家族を取り巻く社会的状況について主として社会科学的研究に依拠しつつ概観する。第三に、いま子育てそのものにこれまでになかったようなさまざまな困難がともなう状況、特に家族がますます個人化していく風潮のために、子どもたちがきわめて不安定な環境におかれていることを明らかにし、子どもたちの健全な育成のために行政と市民によるどのような公共的支援が求められているかを考察する。

In this paper I will consider the difficult conditions in which children are brought up in contemporary Japan and maintain that public support for child-rearing is now necessary. First, I will examine the concept 'publicness', differentiating three meanings of this concept and then consider how 'publicness' is related to child-rearing. Secondly, I will survey, depending chiefly on the literature ofsocial sciences, the complicated social circumstances in which Japanese families are bringing up children. Thirdly, I will explain that Japanese children are in a very unstable position, because child-rearing in each family is confronted with various difficulties which we have never experienced before, and especially because the family itself is increasingly individualized. My last problem is what kind of public support, both governmental and civic, is required for the sound upbringing of children.
