The local library project in the country is the target of this paper. The Japanese Government and Colombian government have been working for the local library projects since 1999, and 116 local libraries projects were done by the projects. Then, we decided to carry out following researches; 1) The backgrounds of the International Cooperation project, 2) the design and construction process of the prototype library, 3) formal features and practice use of the libraries in three typical municipalities in terms of climate feature. As a result, design process and concept of the architecture, needs and practical use of the libraries and significance of the projects in the historic environment were understood. And a social significance of the project for creating common space was realized.
